This large building completed in 1988 was designed by Peng Yin Hsuan（彭蔭宣）with an emphasis on functionality; its even white exterior exudes an air of rationality, and its clean white mass dominates the surrounding landscape. In between General Buildings II and III is a plaza with a number of public art works, including Mirror Garden, as well as countless pigeons.
