Upon completion in 1973, this building was named Engineering Building I; until 1980 it was home to all five departments of the College of Engineering, and later housed a workshop for developing electric vehicles. Designed by NTHU alumnus Chang Chang Hua（張昌華）, this building features a central atrium which provides abundant natural lighting. When the College of Engineering moved to a new building in 1998, the Office of Joint Education moved in and the current name was adopted.
